Mobility support in UMTS depends on the Mobility Management State of the UE. In PMMidle state, when the UE is not sending or receiving packets, it is in power-saving mode and does not have a RRC Connection. The UTRAN does not have a record of the UE. The UE listens to system broadcasts in order to track its Routing Area and keeps the SGSN updated with this information.
